The Comprehensive Everglades Restoration Plan (CERP) was approved by the U.S. Congress in the Water Resources Development Act (WDRA). WRDA required the formation of an independent scientific review panel “to review the Plan’s progress toward achieving the natural system restoration goals of the Plan.” Since 2004, the National Research Council’s Committee on Independent Scientific Review of Everglades Restoration Progress has worked to produce biennial reports to Congress. The committee’s fourth report, Progress Toward Restoring the Everglades: The Fourth Biennial Review, 2012, provides an updated assessment of restoration progress and reviews scientific support for decision making, programmatic issues that may impact progress, and the implications of recent system trends.
