Geographic Adjustment in Medicare Payment:
Phase I: Improving Accuracy

This new report from the Institute of Medicine evaluates the accuracy of the geographic adjustment factors that Medicare employs to account for cost differences between urban and rural areas and other regional boundaries and assesses alternate methodology and data that can be used to calculate these factors.

This is the first of three reports. A supplemental report that discusses physician payment issues further will be issued later this year. A final report, to be released in 2012, will present the committee's evaluation of the effects of the adjustment factors on health care quality, population health, and the distribution of the health care work force.
